Joe Cowan is an Assistant Vice President and National Account Manager at Commonwealth National Commercial Services. He brings more than 12 years of construction and development experience to the commercial title insurance industry. His background managing complex development and rehabilitation projects gives him a well rounded understanding of the needs of developers, construction lenders, architects, and other real estate professionals. Joe’s mission at Commonwealth NCS is to provide a holistic and solutions driven approach to Title Insurance and Escrow services by applying his field experience to bring clarity and value to every transaction.
Joe’s expertise includes new construction, tenant improvements, adaptive reuse, and affordable housing. One of his most notable contributions is his work on the VA West Los Angeles Campus Permanent Supportive Housing initiative, where he played a key role in converting two historic hospital buildings into long term housing for homeless veterans. His responsibilities included subcontractor coordination, financial oversight, schedule management, and navigating compliance requirements with state and federal preservation agencies. This experience strengthens his ability to support intricate commercial real estate transactions with precision and foresight.
Over the last 2.5 years, Joe has also supported the OCVIBE development program, one of Orange County’s most significant mixed use redevelopment efforts. His involvement in this large scale project further expanded his ability to coordinate diverse stakeholders and support complex commercial real estate needs.

His leadership foundation was shaped early in his life when he served as a captain of the UCLA football team, an experience that strengthened his teamwork, accountability, and communication skills.
Based in Long Beach, Joe is an active member of RUN562, a local running club, and Sound House Church. He enjoys running and spending time with his wife and their four children, one son and three daughters. Joe is a proud graduate of UCLA.
